It is not very clear how Burns’ comments connect with the rest of the post.

Any demand on having IAEA inside a non-civilian complex belongs to Department of Kite Flying (DKF). So, what other alternative remains other than shutting down CIRUS? Now, if the contention is that CIRUS should not be replaced, DKF like I said before.

Sure. Like the NPT did so very successfully. A treaty for nonproliferation that basically ensured that 5 countries proliferated (increased) their weapons capability despite promising to “work” to abandon nuclear weapons.

India currently has plans to build 8 more reactors for power production. A couple of dozen more are in future plans. Now if India goes ahead and plans to make one teenie weenie reactor to produce weapons grade Pu concurrent with a few dozen safeguarded ones, then surely India must be an evil evil nation.

That says a lot about them. I mean how dare these Indians can think they can fool us by making 1 out of a few dozen new reactors on the military side. How dare they!
